Navbar link to javadocs is broken

See #81, the navbar of the documentation app contains a broken link to javadocs.
#126 fixed links inside docbook contents, but the html of the app still points to broken location.

This navbar link was OK: https://web.archive.org/web/20170627210746/http://exist-db.org/api/index.html The issue is maybe something else; there is nothing behind it. I am consulting javadocs from time to time and everything was OK with it. Although I have not visited those pages in the past couple of days, maybe a week. But I have lots of javdocs pages in my browser cash which do not work anymore.

I can confirm that, after you click:

1. Community -> Documentation from the nav-bar at http://exist-db.org
2. if you then click Development -> Javadocs in the nav-bar, you get a HTTP 404 for http://exist-db.org/api/index.html

update its not just the links that are broken, but actually generating the docs themselves is failing in exist-db main repo
