XQSuite %test:assertEqualsPermutation is undocumented

In the XQSuite documentation there is no mention of %test:assertEqualsPermutation. However it is present in the xqsuite.xql code.

assertEqualsPermutation sounds like a neat feature, but yes we need to document its expected behavior and application.
