Add ability to filter by changeset/patch created bt #14
Description
In some scenarios I find myself trying to find a ticket based on a patch I know I've seen/reviewed in the past, but the person that submitted that patch is neither the reporter or owner of a ticket and it makes it harder to find said ticket. Being able to search for those specific tickets alongside the milestone / component / focus / keyword filters plus open/close available will make it much easier to find specific tickets I'm trying to chase down.
