Add troubleshooting doc: Is the problem I'm seeing earthaccess or CMR's fault?

We should probably have one for contributors too, but seems less urgent.

E.g. if a user is having a problem, who do they report it to? We can be the "frontline" on this and direct folks to the right people. But it would be useful to have a doc we could also point folks to that helps them determine what's a CMR problem and what's an earthaccess problem!

@mfisher87 thanks for opening this. I'm following the context in #1226. There is already a troubleshooting doc Issue though: #418 . Based on @andypbarrett 's comment , perhaps this Issue should instead reflect the file extension filter example and/or wildcard documentation improvements, and we add the specific question of "who do users report to" back over in #418?
