CLI control for speed vector calculation

Currently speed is automatically run with FIREDpy call. We need to add a CLI control for turning this on and off.

Notes

• We have made Full CSV = True by default as its required by firespeed.
• run_firespeed flag will either create both daily and event-level details or none.

Verification

Verified through logs - these are from different runs

Run Fire Speed. If enabled, firedpy computes maximum travel vectors, and the origin and destination points for each vector, for event and daily level outputs. [False]:y

Verified by opening the gpkg, shp, csv files

Check the column names in the below 2 files - event and daily

You can see the extra firespeed columns now!
