Fixed formatting of Commit Access criteria in CONTRIBUTING.md (grpc#40916)
Reformat criteria for Commit Access and related responsibilities into a bulleted list for better readability. I suspect this was the original intended format Closes grpc#40916 COPYBARA_INTEGRATE_REVIEW=grpc#40916 from FidelSch:patch-1 30c8260 PiperOrigin-RevId: 864895989
