Warning: punycode is deprecated in tests

Tracking upstream issues:

• Use punycode userland module garycourt/uri-js#95
• Drop dependency on uri-js/punycode ajv-validator/ajv#2343
• DeprecationWarning: Punycode eslint/eslint#17720
• Replace psl with tldts salesforce/tough-cookie#346 (comes with tough-cookie v5, which may take a while)
• The punycode module is deprecated. jsdom/tr46#41 (there are multiple)

No issue yet in vitest
