Create an example config repository

Currently the ort-server Helm chart uses https://github.com/mnonnenmacher/ort-server-config as default config repository. Replace that with a new "official" example config repository in the eclipse-apoapsis org.

Could we just transfer that repository from our your user (and maybe rename it to have an "-example" suffix)?
