Update to AAS Part 5: Package File Format Version 3.1

We need to update our implementation of the AAS Package File Format Version to version 3.1.
We can have one update branch on our fork on which we gather all changes similar to #437 . We do so by creating one branch per change and merging those branches with the update branch. We do this to allow for easier reviewing.
In this issue we will track the progress of the changes.
