Fix URL of Trace Compass incubator and test traces submodules

The repositories have been moved to GitHub and the Gerrit URL is not
valid anymore.

Update submodules to latest version.

After rebasing to this commit run the following commands to sync and
update the submodules locally:

git submodule sync --recursive
git submodule update
