Resume button [F8] still active while download is in progress during the debug session

How to reproduce :

• Create a Simple Project
• Build it and launch the Debug Session

Found Result

• Before starting the debug, users should confirm Perspective Switch by clicking
  on [Switch]
• The Debug toolbar buttons are disactivated:
  {Resume ; Step into ; Step over ; Step return ; Terminate}
• But by clicking on [F8] and [Ctrl+F2] the debug can be launched and terminated
  without the confirmation of the Perspective Switch

Expected Behavior

• the debug session should not be launched before the confirmation of the
  Perspective Switch

I don't think this is valid - please see #1351 as I think this is closely related.

With #1351 in mind, is this still an issue?
