Universal developer image based on ubi8 has been deprecated: devfile/developer-images#199

Currently Eclipse Che uses the udi8 image quay.io/devfile/universal-developer-image:ubi8-latest as the default developer image:

Eclipse Che should use udi9 image: quay.io/devfile/universal-developer-image:ubi9-latest instead.

Possibly related issue, need to check if UDI9 also works with Eclipse Che samples within minikube: #23179
