Sign policies during contract negotiation process

During the negotiation process, the policies in the contract should be signed (referring to assigner and assignee). This should be on the todo list to improve the sequence. (from issue #400)

The current agreement object does not have any signature attributes. We have to think about how to implement this, also non-IDS specific, for all contract types.
