In case a Provider does not support the requested type (ex. does not support S3) shouldn't there be any procedure for the Consumer to propose another protocol.

Hi,

There will be a mechanism (as part of the requested artifact metadata) for the provider to advertise its supported destination types. The consumer will need to support one of those types.
