org.eclipse.jdt.core.tests.compiler.regression.BatchCompilerTest_17.testParallelCompilation() fails locally

I am on Windows 11 if it matters.

In the context of https://github.com/eclipse-jdt/eclipse.jdt.core/pull/4667 I also ran the full JDT/Core tests locally. While on github runs all tests pass at the moment, local test runs fail org.eclipse.jdt.core.tests.compiler.regression.BatchCompilerTest_17.testParallelCompilation() - this has nothing to do with the PR as such - this test fails on master too.
