Explicit generative AI use note?

I was asked about whether we have explicit rules or guidelines for using generative AI in our pull requests similar to what Apache has (see [1]), and I had to do en extensive search on eclipse.org page to find this chapter (see [2]) in the common "project handbook".

Since AI and generative AI use is on rise, should be add a dedicated chapter about this to the "CONTRIBUTING.md", next to the chapter dedicated to Copilot agent use (see [3])?

I would be in favor of adding link to https://www.eclipse.org/projects/handbook/#genai and not try to add content of our own on the topic in order to reduce chances that it gets stale or conflicts with EF rules/guidelines.
