Yes, that's correct. P-builds are now managed by JDT directly (as it only contains JDT artifacts and the release is completely under JDT's control anyways).

I assume you got it from the download.eclipse.org/eclipse/updates/P-builds composite?
As it contained a reference to that not existing repository and will not be updated anymore (as JDT manages P-builds), I just deleted that composite repository.
