Help not shown properly in scaled monitor

Describe the bug
When opening the Help in the Search scope dialog of the preferences, it is not shown on the right side of the dialog but as a tooltip.

Setup

IMPORTANT: it does NOT suffice to activate rescaling at runtime via the preference. I had to activate it via start parameter in order to reproduce this error.

• Primary monitor on the left, 100% zoom
• Secondary monitor on the right, 175% zoom
• -Dswt.autoScale.updateOnRuntime=true

To Reproduce

• Press F1 to open the help
• Go to "Search" and click on the "Default" (Scope) --> Dialog opens
• If not already there, move the dialog to the monitor on the right (175% zoom)
• Click on the "Help" button --> Tooltip open on the left (100%) monitor.

Expected behavior
The help should have been opened a help page (HTML) on the right side of the dialog instead of a tooltip.

Seen on 2025-03 (Build ID: I20250115-0110) but it probably dates to earlier versions.

@HeikoKlare since this bug is only reproducible by using the VM parameter and eclipse-platform/eclipse.platform.ui#2689 states that the preference should be preferred then I'd say this bug has low priority. WDYT?

It may also be because eclipse-platform/eclipse.platform.ui#2689 is simply not working. I just found that we produced a regression and currently are not able to activate the monitor-specific scaling via preference at all.
