Maximized state of the workbench window is not restored after restart [Regression]

The maximized state of the workbench window is not restored after restart.

This is another regression introduced by #3055

Steps to reproduce

• Maximize the window
• Restart -> window is not maximized

Tested under this environment:

Version: 2025-09 (4.37)
Build id: I20250827-0600
Windows 11

The problem is, that the controlResized listener in WBWRenderer is called before postProcess is executed (at least on Windows).

1. controlResized is called: the window is not yet maximized -> it removes the ShellMaximizedTag
2. postProcess is called: the ShellMaximizedTag is not set -> the window is not maximized

Ideas to fix:

• Move the registration of the ControlListener to postProcess (works in first tests for me)
• Or completly revert Sync maximized tag with application model also in case of a maximized shell #3055
