Cannot create war product using WAR Products tooling

eclipse version: 2023-12 (4.30.0)
Rap:3.27
when I follow the tutorial how to create a WAR file that contains the org.eclipse.rap.demo project as a RAP application.

I cannot open the warproduct file successfully.

Does the WAR Products tooling support RAP 3.27?
