Something we have spend quiet a lot of time figuring out.

It is not possible to get environment variables (via command line arguments) into a bazel build command.
If you need to pass stuff inside there or have bazel have something, we found it works to communicate via files.
=> Having a rule / action that does whatever you need to and then writes the output you want to pass along into an intermediate file, that you then can read in where needed.
