[1357] Make read-only predicate support Resource and EAnnotation

* SysONReadOnlyObjectPredicateDelegate now supports Resource and
EAnnotation.
* Add unit tests for SysONReadOnlyObjectPredicateDelegate.
* Update changelog and release notes accordingly.
