Bug Description:
The "save-on-blur" feature isn't working properly.
Steps to Reproduce:
After I set to onFocusChange and minimized theia ide, the file (a.py) was not saved. However, when I switched to another TAB (b.py), the file (a.py) would be saved.
Expected results：When Theia IDE loses focus, the file (a.py) should be saved
