Follow-up of #15816

• Notifications are not triggered when switching to another chat session in the AI chat view
• Blinking indicator does not work in Electron when using a custom titlebar
• Agent-specific notification settings should be added to the Agent settings in the AI Configuration view
• Clicking a notification (whether a Theia or OS-level notification) should ideally focus the corresponding chat session
