Execute the endpoint /api/constraintSet/{constraintSetId} with forceConstraintDelete = False

Observed behavior:

error message: "The resorce is in conflict with the current request."

Required behavior:

The resource is in conflict with the current request.

The issue description is in the context of an btw internal product. please change the description to a more open friendly description. Best would be with the portal-backend.
