404 Updating app user role

### Current Behavior
When updating the app role for a user, the endpoint returns 404. 

### Expected Behavior
User can update the user role. 

### Steps To Reproduce

- Login as an admin
- navigate the user management
- click on a subscribed app
- add a user
- assign roles
- add new roles
