Add programmatic API to the `ovsx` package

This would be useful for dual-publishing workflows, since the official vsce tool also has a small programmatic API, so a simple script can work that builds and publishes an extension to both marketplaces at once.

scripting it so that both ovsx and vsce can work with vsce-pnpm (a smaller version of vsce that fixes some issues with using pnpm and vsce to package extensions) without needing to have separate steps
