Add geopackage support #809

Is your feature request related to a problem? Please describe.
It would be nice to add support for geopackage file formats. I think this can be similar to the shapefile reader, with the caveat that geopackages don't always have to have a geometry
Edit: this could also be a subcase of a SQL source/reader since gpkg is a type of sqlite3 file.
