LMS Support: Blackboard

Blackboard (also called "Blackboard Learn") is a closed source LMS.
The closed source nature will make support difficult, but it would still be great to support.

Blackboard is a real hard one to work with because it is closed source and setting up a test instance is pretty hard and annoying.
