Find a way to reuse cluster and controller in e2e tests #500
Description
Summary
When testing locally over and over again it would be beneficial to be able to re-use the ETOS Cluster and controller instead of tearing it down and setting it up every time. This would save a lot of time when iterating locally.
Context
We should rebuild the controller and providers if necessary and just patch the controller/providers.
When the new controller has been built we should make sure that it reconciles the cluster to make sure we get the any potential new versions of services.
