Retry docker image checks on connection errors #501

Description
In the ETOS API if we get certain connection errors when looking up the docker image (to verify that it exists) we should do retries.
Additional Context
We had a DNS hiccup which caused a few failures when attempting to start ETOS testruns:
aiohttp.client_exceptions.ClientConnectorDNSError

Expected Behavior
We should not get too affected by small hiccups in network connectivity.
