[Feature] eksctl enhancement to support Pod identity cross account support

EKS Auth team (SDM: @pgogia, Lead SDE: @floraww) is working on a feature to simplify corss account pod identity access. See UX doc here [1]. As part of this feature, we are enhacing existing Pod Identity assosciation API (see previous UX doc for the changes). We would like to make a request to support these changes in Pod Identity. Please reach out to floraww@ if you have any technical/implementation questions. We would like eksctl to support Pod Identity cross account by end of this month (June) if possible.
