Disappearing table of contents

While playing with the files in #4 the new "Deploy and manage" section wasn't always visible.

For example, it's not working at all right now when I run the "serve" build command and there is no error message that I can see in the logs. So I presume I've got something wrong in the docset.xml file but am not sure what.

However, even when I had less files nested in the navigation, it would appear:

Interestingly, a kind of similar PR works fine: #8
I have not done a diff to try to figure out why one works and the other doesn't, but either way I think some additional error messages are required.

I think this might be related to #10 will keep it open but let me know if you can reproduce it again @lcawl.

Not sure if this is related, but I noticed a similar TOC issue: it looks like whenever you select a level 3+ page in the nav, the entire TOC collapses and only shows up to level 2 nav items.
