The rule that the first documentation
file:is the index in the absence of anindex.mdfile didn't carry over for roottable of content tree's.E.g: https://github.com/elastic/docs-content/blob/main/reference/apm/toc.yml
THis PR also fixes a few tests now that the apm mobile is removed from the navigation.
We also explicitly retag navigation index for isolated builds. Something we do for assembler builds as well.
