Add info about the new place of the Agent logging level setting (#2504)
This PR updates the [Set the Elastic Agent log level](https://www.elastic.co/docs/reference/fleet/agent-policy#agent-policy-log-level) section with information about the new place where the Agent logging level setting can be found, starting with release 9.1 (see elastic/kibana#197707) Closes #2493
