Adds changelog for 11/17/2025 (#3965)

Fixes #3963 by creating this week's serverless changelog.

This PR used AI (Cursor with ChatGPT5) to remove the periods at the ends
of each of the bullet points. All other editing was manual — I reviewed
most of the PRs to improve their descriptions.
