Data lifecycle docs: "Skip rollover" improvements

Feedback on Skip rollover (23:50):

• Explain why you'd want to do this.
• You can apply ILM policy and skip rollover (customers do this).Typically these are Search customers who manually create an index each month on the same day. They don't have continuous ingest. To disable: Go to ILM policy > Advanced settings > disable rollover. Index won't rollover, but you can set it to automatically move this to move to Warm phase.

I'm going over the recording again, and noticed that around the 23 minute mark, Zoia talks about skipping rollover and outlines a use case where some of the customers she interacts with skip rollover by setting a toggle off in the lifecycle policy (as described in the issue), however the use case that's currently described in this tutorial seems to be different, so am not sure if combining these two together makes sense. I think both these use cases require more refinement work before any improvements can be done to the content.
As it stands, the content is very much geared towards experienced users and assumes prior knowledge/expertise with ILM and rollover, and I'm not sure we cater for less experienced users at all (which is a concern, especially in the light of other recent improvements within the ILM section in general).

For the use cases perhaps we don't need a lot of detail. We can say something like:

You might want to disable rollover if:

• You're not continuously ingesting data, and instead simply want to move your indices to a different ILM phase at a certain interval (for example, on the first day of each month).
• Something else...

The existing content sure does seem advanced. We can try to make it more basic, and I think also add the UI steps.
