Description

I was trying to assign a case to do some testing and only a couple of the users showed up. I found out that it was because the users I had created had not logged on yet, so they did not show up in the list of available assignees. It would be very helpful to add a note, perhaps to https://www.elastic.co/docs/solutions/security/investigate/cases-requirements, that states that these users, even with the correct privileges, will only show up in the available list of assignees after they have logged in one time. Thank you.

This addition could go on the cases-requirements page to notify users that they will only see users who have previously logged into Kibana in the list of Case assignees. Even if the users have the correct permissions, they will not show up in the list until they have logged on at least one time.
