[Internal]: document Elastic Cloud Serverless email service limits

This task consists in documenting the Elastic Cloud Serverless email service limits which are exactly identical to the Elastic Cloud Hosted email service limits.

Cloud email service limits

The following quotas apply when using the Elastic email service:

• Email sending quota: 500 emails per 15min period
• Maximum number of recipients per message: 30 recipients per email (To, CC and BCC all count as recipients).
• Maximum message size (including attachments): 10 MB per message (after base64 encoding).
• The email-sender can’t be customized (Any custom From: header will be removed)

IMO we should address in the following way:

• Document the serverless email service limit somewhere in the deploy > Elastic Cloud doc set.

• Move the details of the ECH service limit from the current location (Watcher related doc) to a proper place (probably together with the Serverless information), and just make a note in the watcher doc about the email limits linking to the information.

PR created, @shainaraskas : if possible it would be great to get your thoughts on it.

Next steps (in other PRs) will include:

• Update the watcher page to LINK to the email service limits instead of detailing them, so we have a single source for this information. (done)
• Update the link in the connector docs
• I was also wondering if it would make sense to include the Email service in the list of core platform capabilities that we have in the compare doc.

Any thoughts? Those could be done in a future PR.
