[Response Ops]: Improve documentation for flapping mechanism of alerts #2313

Description
Current documentation of flapping mechanisms doesn't include explanation for recovered threshold. We have had some SDHs as customer couldn't figure out why a flapping alert was recovered.
It would be nice to provide status change mechanism i.e. when does an alert go from Active -> Flapping , Flapping -> Active or Flapping -> Recovered etc.
