The documentation pages https://www.elastic.co/docs/deploy-manage/tools/snapshot-and-restore/self-managed#snapshot-repo-prereqs and similar report that the prerequisite of using Kibana Snapshot and restore page is among others:
Index privilege: all on the monitor index
However, if you open the page you get the following error:
That states that you need the "monitor" privilege on at least one index.
We can amend the documentation to state:
Index privilege: monitor privilege on all the indices
Or maybe:
Index privilege: monitor privilege on the restored indices
