[Website]: Syslog RFC typo (3146 -> 3164)

What happened?

Caught a small typo: instead of RFC 3146, I think it's supposed to be RFC 3164.

RFC 3146 is about packet transmission, while RFC 3164 is about the BSD syslog protocol.

I'm not sure if it pops up anywhere else in the docs -- there's some old pages that also have it (1, 2), but I didn't see it for any other latest page versions when I did a quick Google search for the typo.
