[Observability] Add K8s OTel onboarding known issue

There's an issue with the Kubernetes OTel flow that we have in the docs, the issue only happens when customers have a helm version >=3.18.5 and they follow this onboarding flow, and the mitigation until we have a fix is to downgrade helm in their hosts.
