[Internal]: Setting up data stream doc show serverless tag

Description

The tutorial for setting up a data stream under time series data stream has serverless tag, even though some of the steps such as create index lifecycle policy api fails in serverless deployment. In addition to removing serverless tag, should we consider adding a new doc specifically for serverless?

The issue description mentions the time series data stream setup topic, which was recently revamped. The index lifecycle policy step does have a Serverless: Unavailable tag on the time series setup page. https://www.elastic.co/docs/manage-data/data-store/data-streams/set-up-tsds#tsds-ilm-policy ✅

BUT while I was confirming this, I realized this issue is actually about the general data streams setup topic, not the time series setup topic. Where the description mentions The tutorial for setting up a data stream, it links to https://www.elastic.co/docs/manage-data/data-store/data-streams/set-up-data-stream

So I'm assigning this back to @elastic/admin-docs, with apologies for not realizing this earlier 🙃

• Add a note to explain why and what's the Serverless alternative
