Audit existing EDOT troubleshooting docs for cohesiveness and structure

I want to conduct an audit of the existing EDOT troubleshooting documentation to ensure that the IA is coherent and functional. This includes checking that all the pages are appropriately interlinked for smooth navigation.

I also plan to rewrite the index pages that already existed at the start of the troubleshooting documentation improvement project to make accessing correct information easier for users.
