[Internal][ResponseOps][Known issue] Turning flapping off prevents alerts to be generated when alert delay is set to more than 1

Description

When the global flapping setting is off (please see below) and the rule has an alert delay set to more than 1, no alert is generated.

It works when alert delay is 1, or the flapping setting is on.
