What happened?

• The Note on the page suggests that Legacy panel types only appear in the Add panel dashboard menu if you already have such panels in your dashboards. but it seems not correct.

• Add panel on an existing dashboard with legacy visualisations still don't show Legacy panel types after upgrading to v9.x.

• It can be added only from Visualise Library -> Create Visualisation -> Legacy --> TSVB or Aggregation-based.
