[Internal][Security][TH]: Update docs for Notes advanced setting and max limits

Description

Need to make the following changes to the docs about Notes:

• Update the note about the securitySolution:maxUnassociatedNotes advanced setting to show when the setting is available and when it was removed.
• Add the appropriate applies_to tags to the docs for the securitySolution:maxUnassociatedNotes advanced setting.
• Add the following details to the feature docs for notes:
  • Note limit per alert/event is 100
  • No limit for notes within a Timeline
  • No limit for total number of notes that you can create (need to verify this because it seems to conflict with the first item)

• Advanced setting removed and limits established via [Security Solution][Notes] Limit notes per document instead of globally kibana#214922 in 8.19/9.1
