xpack.security.authc.realms upgrade step very unlikely post 7.x upgrade #4063
Description
xpack.security.authc.realms was removed for 7.x. the upgrade process still checks for it, but given our supported upgrade paths, the person is unlikely to make it to the 9.x upgrade process with this setting intact.
