Increase shard limit troubleshoot page not properly presented

What happened?

That document is not well presented. It doesn't describe the issue and the relation with the setting to touch. After the first reading it doesn't even feel as a troubleshooting doc and the statement To fix this issue, complete the following steps feels out of place.

I'd suggest to rewrite the introduction in the future so it feels better landed in this troubleshooting section.

I've made some changes to the Total number of shards for an index on a single node exceeded page as part of one the applies_to tag deduplication PRs.
I've restructured the page so that it now follows a flow that suits all deployment types, and the troubleshooting + remediation tasks are clearer.

You've already reviewed that PR, so I wonder if it's okay to close this issue with that in mind, or do you think there are additional changes that still need to be made to improve this doc?
